Under the Rebel Squadrons Bylaws, the R.S. High Command determines R.S. foreign policy. The Minister of External Affairs, appointed by the R.S. Fleet Commander, is the R.S.'s chief foreign affairs adviser. The Minister carries out the High Command's policies through the Office of External Affairs. High Command reserves the right to override External Affairs decisions and/or actions by a simple majority vote. These duties--the activities and responsibilities of the Office of External Affairs--include, but are not limited to, the following:

Handling the initial negotiations concerning club mergers involving the R.S., and investigating the club in question. |

Handling all requests for Alliances with the R.S. |
| 3. |
Representing the R.S. in any discussion of policy or defense with another club. |
| 4. |
Advising High Command or other R.S. officers on any matters relating to the Office of External Affairs. |

Handling all negotiations concerning banner trades and link exchanges on the R.S.'s main External Links page located at http://www.rebelsquadrons.org/oea/pages/links.htm . |

Maintaining and updating the R.S.'s main External Links page located at http://www.rebelsquadrons.org/oea/pages/links.htm . |
The Minister of External Affairs reserves several rights as follows:

The Minister reserves the right to choose and train an Assistant to help perform the duties of the Office of External Affairs. |

The Minister of External Affairs reserves the right to delegate any of the above duties to the Assistant, or another R.S. officer. |
| 3. |
The Minister reserves the right to take over any of the above listed duties from the Assistant or another R.S. officer, without that officers approval or consent. |

Rebel Squadrons Foreign Policy is set forth by Rebel Squadrons High Command, and is carried out by the Fleet Commander and the Fleet Commander's designated officer(s). Foreign policy cannot be changed without a majority vote of Rebel Squadrons High Command, and is to be considered nonnegotiable to any individual that is not an active member of the Rebel Squadrons. |

As stipulated in our Mission Statement, the Rebel Squadrons is an H.I.E.R. organization. It operates on the ideas of Honesty, Integrity, Equanimity, and Respect. These are the basis of all matters concerning both internal and external actions and policies. |

The Rebel Squadrons does not declare any official or non-fictional enemies, whether clubs or individuals. |

In accordance with the Rebel Squadrons Bylaws, it is against Rebel Squadrons policy for any Rebel Squadrons member to engage in any action that is intended to non-fictionally harm any other club or individual. |
| 5. |
Allies of the Rebel Squadrons enjoy the support and assistance of our membership and their talents, banner exchanges and appropriate linking on Rebel Squadrons web mediums, and a fictional opponent in external competitions. |
The Rebel Squadrons will give and entertain proposals of alliance with other organizations that are interested. The Rebel Squadrons reserves the right to research potential allying entities, and to refuse any alliance for any reason. To give or entertain an offer for alliance, the following conditions must be met:

In accordance with Rebel Squadrons Foreign Policy article #2, it is the Rebel Squadrons' wish that the allying entity actively pursue the ideals of H.I.E.R. in some form and must pledge to never engage in actions that are intended to non-fictionally harm any other club or individual. |

In accordance with Rebel Squadrons Foreign Policy article #5, equal exchanges of the benefits listed in article #5 are required. |
| 3. |
The allying entity should meticulously review our Bylaws, IRC Conduct Policies, and Disclaimer/Copyright information since these regulations are in full effect in the main Rebel Squadrons chatroom (#RS_Bar_and_Grill), message boards, and web presence when dealing with the RS membership at large. Prospective allies must recognize these regulations while interacting within these Rebel Squadrons forums. |

If any ally is found to be in violation of the agreements made by this Alliance Policy, they may lose their status as an ally of the Rebel Squadrons. |

The allying entity must agree to the above terms to be considered an official ally of the Rebel Squadrons. A signed letter will confirm this agreement. |
The Rebel Squadrons will never surrender its sovereignty to another organization, the supreme authority of High Command, and the executive authority of the Fleet Commander. However, external entities may merge into the Rebel Squadrons. The Rebel Squadrons will give and entertain proposals of merger with other organizations that are interested. The Rebel Squadrons reserves the right to research potential merging entities, and to refuse any merger for any reason. In order for an organization to request absorption into the RS, the following conditions must be met:

The merging entity must be Star Wars related. |
| 2. |
The merging entity must read the Rebel Squadrons Bylaws, accept them, and abide by them for full absorption into the Rebel Squadrons. |
